Nairbo, Kenya. The joint workshop was held at Jesuit Hakimani Centre’s Loyola House in Nairobi, Kenya on 08-09 June 2016. De La Salle University (DLSU) handled the 1st day of the workshop, which is the finalizing of the ODERI project. The team presented the project overview, designing the competency matrix, module design, survey of existing Open Data training programs, and the ODERI case report. The Jesuit Hakimani Centre (JHC) also presented their team outputs. They used the competency matrix developed by DLSU team, did a stakeholder analysis, developed the modules, and conducted their initial CSO-Media Partners training.
On the 2nd day of the workshop, JHC
had invited participants from their CSO-Media Partners. The DLSU team discussed an overview of OGP, cited
best practices, and explained how we come up with competency matrix.
Afterwards, there was a breakout session where the JHC instructed the
participants to categorize the KSAVs from the sub-modules and competency matrix
as Basic, Intermediate, and Advance. Subsequently, the 2 groups presented their
outputs and based on the questions raised it was decided by the research team
that there should only be 2 levels of proficiency in CCBP, which are Basic and
Legazpi City, Philippines. The OGD Team participated in the 2016 International Conference on Governance and the Politics of Change organized by the Philippine Political Science Association on April 21-22, 2016 at La Piazza Hotel and Convention Center in Legazpi City, Albay.
The conference was joined by many researchers and by Legazpi City's Mayor and Governor. The paper submitted is entitled Uncovering opportunities in data management in community health practices: Building capacities in the Philippines by Dr. Sherwin Ona, Ms. Ma. Beth Concepcion, and Ms. Michelle Ching. It was presented under a panel in e-Governance.
Manila, Philippines. The DLSU-ODRT conducted a focus group discussion to validate the developed competency matrix. The event has participants from various organizations, which are Open Knowledge Foundation, Department of Budget and Management's Open Data Task Force, Union of Local Authorities of the Philippines, University of Eastern Philippines, Sorsogon State College, and Technological Institute of the Philippines that was held at De La Salle University, Manila.
Dr. Magno gave the opening remarks, Dr. Ona gave a brief project overview to level the discussions, and Dr. Lallana discussed the competency matrix (see presentation here). Additionally, Dr. Ona and Ms. Beth presented the initial competency modules.
The event was very engaging. The participants raised the challenges on having this kind of program and at the same time gave their insights on improving the competency matrix and competency modules. Mostly on how to sustain the program and how it will target the correct participants.
Bacolod City, Negros Occidental. The DLSU-ODRT conducted its first training needs assessment in Bacolod city. A consultation session was organized by the Balayan office of the University of St La Salle (USLS) last January 22, 2016. During the event, the participants from the academe and community partners of Balayan were briefed regarding the proposal open government competencies and the planned training modules. The session also identified the possible target participants for the pilot training session for Bacolod and Bago cities. The pilot sessions are tentatively scheduled on March 31, 2016.
